At various times, he was discovered to be in possession of cocaine, heroin, and marijuana. He participated in several drug rehabilitation programs, but he always relapsed. Downey pulled over while driving too quickly on Sunset Boulevard in April 1996. He was discovered to be in possession of a.357 Magnum firearm, heroin, and cocaine. He was detained.
